Why the independent assessor comes from outside the village
The Village of Pelham has two licensed mold remediation contractors at village addresses and no mold assessment contractor at all. That is not an obstacle so much as a scheduling fact, because state law is emphatic that the two halves must be separate: no licensee may perform both assessment and remediation on the same property, and nobody may hold an interest in both firms on that property. So on any project over ten square feet the diagnosis is coming in from outside the village, and the earlier that is arranged, the shorter the whole job is.
